Governments across the globe are facing increasing demands from the communities that they serve. To serve and fulfill these demands, many Governments have started eGovernment initiatives despite being challenged by their own inefficiencies at various stages of their implementation process. These challenges include the following:

Even today, there are a large number of processes that are handled manually and are not integrated among departments or government entities. This has resulted in service quality being rendered to citizens and businesses to be very slow and inconsistent, often resulting in duplication of efforts and resources.

Apart from this, there are technology challenges to delivering integrated e-Government services due to the fact that many Governments have multiple systems each holding different and similar citizen information. This information needs to be accessed and rationalized by an e-Government solution.

Furthermore, there are different systems in place running multiple departmental specific applications many of which are based on different legacy platforms. It is not cost effective or even practical to replace all existing systems with one unified Government solution. Therefore the most effective way to create a cross departmental system or e-Government solution is to overlay a new solution that can integrate into the existing systems to provide new functionality to the Government employees and citizens.
